What is the minimum age to rent a car, and is there an additional charge for young drivers?

Drivers up to 24 years old are typically subject to a daily young driver surcharge payable at the branch, and the amount varies according to the supplier and car group.
Is an Israeli driver's license sufficient, or is an international license required?
